The Government’s Energy Performance of Buildings Directive was introduced in Parliament in March 2007 and is a drive to improve energy efficiency, reduce carbon emissions and meet climate change targets. This legislation effects both landlords and property owners who must provide an Energy Performance Certificate (EPC) to any prospective buyer or tenant when they construct, sell or lease a commercial building. The key timelines for this legislation are:

In England & Wales

• from 1 October 2008 for all other buildings
• from 1st October public authorities and institutions occupying buildings with a useable floor area over 1,000m2 must present a Display Energy Certificate (DEC) in an area clearly visible to the general public

And in Scotland:

The requirement for an EPC when selling or leasing commercial buildings over 100m2 in Scotland takes effect from 4 January 2009.
